Wes Moore names nine judges in Baltimore and Montgomery County
Wes Moore announced October 2 the appointments of Sean Richard Delaney, James Burke Miller and Jocelyn Lang Williams to the Baltimore City Circuit Court; Keith Joseph Rosa and Carlotta Ann Woodward to the Montgomery County Circuit Court; and Jason Brian Abbott, Rolando Julio Aleman, Howard Ray Cheris and Seth Bradley Zucker to the Montgomery County District Court. Delaney comes to the bench after 12 years as an Assistant U.S. Attorney in Baltimore’s Fraud and Public Corruption Section, and Miller is chief of the Felony Trial Division in the Baltimore City State’s Attorney’s Office.

Katie Thomson launches public dashboard for the Key Bridge rebuild
Wes Moore launched the Key Bridge Rebuild Dashboard at KeyBridgeRebuild.com on October 2, giving the public monthly updates on construction progress, completed activities and design and procurement milestones for the Francis Scott Key Bridge rebuild. Maryland Transportation Secretary and MDTA Chair Katie Thomson said the tool lets Marylanders see work that is happening on the water and hard to watch from land, MDTA Executive Director Bruce Gartner said spending-to-date figures are coming soon, and U.S. Rep. Johnny Olszewski praised the transparency move.

Stacy L. Rodgers: SUN Bucks fed 602,582 Maryland students in 2026
Acting Human Services Secretary Stacy L. Rodgers joined Wes Moore on October 2 to announce that Maryland SUN Bucks delivered $72.2 million in direct grocery benefits to 602,582 students across all 24 Maryland jurisdictions in 2026 — a third straight year over 600,000 — generating up to $108.3 million in economic impact for local grocers. Garrett County mother Mahala Saver was among the families crediting the summer program with keeping food on the table when school meals stop.

Kimberly Schock opens registration for BGE rate-case hearings
The Public Service Commission will hold three virtual public comment hearings on Baltimore Gas and Electric’s application to adjust its electric base rates, Case No. 9888, at 6:30 p.m. on October 26, November 4 and November 18. Anyone who wants to speak must email Administrative Officer Kimberly Schock by noon on the registration deadlines, and written comments are due December 23 to Executive Secretary Andrew S. Johnston at the William Donald Schaefer Tower in Baltimore.

Wes Moore rejects PJM’s governance term sheet as too weak
Wes Moore blasted PJM Interconnection’s governance-reform term sheet after the regional grid operator’s review wrapped Wednesday, saying companies that benefit from the current rules should not get to write and approve their own reform and that the plan hands PJM members a veto over proposals the states bring forward. Sen. Katie Fry Hester and Del. Lorig Charkoudian have led Maryland’s push for a bigger state voice in PJM decisions, FERC Chair Laura Swett had demanded meaningful reform by the end of September, and Maryland Climate Change Commissioner Jamie DeMarco called on FERC to force drastic governance changes.

Guy Guzzone’s drawer killed a 134–1 gambling bill
House Bill 1226, the Maryland Illegal Online Gambling Enforcement Act aimed at grey-market “sweepstakes” online casinos and their affiliate promoters, passed the House 134–1 last March and then died without a vote in Senate Budget and Taxation, where Chairman Guy Guzzone let the clock run out to adjournment. Julius M. Blattner flags Maryland’s new divorce-records shield
Senate Bill 426 took effect October 1, requiring records custodians to deny public inspection of divorce applications, financial records filed in divorce cases, settlement records and custody orders — except to a person in interest, that person’s lawyer or someone a court authorizes — while final divorce decrees stay under the general court-access rules. Wes Moore vetoed the bill on May 22 and the General Assembly overrode him on August 4; Towson managing attorney Julius M. Blattner is advising Maryland families on what the new shield means for pending cases.
