When former Maryland Lieutenant Governor Boyd Rutherford assumed the Chair of the Howard Community College Educational Foundation Board of Trustees recently, it read like a standard post-administration civic update.

Look closer at the commercial law, government relations, and real estate landscapes across Central Maryland, and a much larger trend comes into focus: the increasingly lucrative intersection where land-use law, corporate M&A, and statehouse clout collide.

After exiting office, Rutherford chose a distinct path. Rather than establishing a standalone State Circle lobbying shop or joining a traditional Annapolis government affairs boutique, he joined Columbia-based Davis, Agnor, Rapaport & Skalny, LLC, anchoring their Business Planning, Government Contracts, and Real Estate practice groups.

Rutherford’s primary impact hasn’t been public legislative advocacy; it has been guiding high-stakes corporate deals for major developers—most notably leading legal transaction teams for David Bramble’s MCB Real Estate on strategic portfolio acquisitions like Pinkard Properties and Epic Real Estate Partners.

The Venable Whispers: Is State Treasurer Dereck Davis Next?

This movement toward full-service law firms absorbing top-tier executive talent is rapidly accelerating—and the rumor mill inside the Beltway and Annapolis is buzzing.

According to multiple well-placed statehouse and legal insiders, Baltimore-headquartered powerhouse Venable LLP is actively targeting current Maryland State Treasurer Dereck Davis.

The strategy behind the pitch? Persuade Davis—a former long-time House Economic Matters Committee Chairman turned chief financial officer for the state—to skip the traditional contract lobbyist route upon leaving public life and join Venable instead.

By bringing a titan of state finance and legislative policy into their fold, Venable would significantly widen its footprint in Annapolis while anchoring complex procurement, public-private partnership (P3) infrastructure, and financial sector representation out of its Baltimore and D.C. hubs.

Whether Davis makes that leap remains to be seen, but the intent is clear: major regional law firms are aggressively building out integrated land-use, development, and government relations operations to capture private capital flowing into Maryland infrastructure and commercial real estate.
