I got a story dumped in my lap. I’m not enthused about it because I don’t agree with so much of what the person who wrote it says. But I admit she’s one of the highest ranking progressives in the state of Maryland and I respect her right to say it. I just don’t happen to agree. But still here it is.

In Baltimore’s 41st, a Senate Scandal Becomes a Statewide Stress Test for Democrats

Baltimore’s 41st District was supposed to be a fortress of representation — majority-Black, majority-Democratic, and a symbol of the city’s political heartbeat. Instead, it has become the stage for a drama that exposes the cracks in Maryland’s ruling party.

The appointment of Dalya Attar to the Senate seat — engineered through a small central committee vote, not the will of the district’s voters — was already controversial. Now, with Attar under federal indictment for surveillance, extortion, and misuse of police access, the legitimacy of the process itself is on trial.

(I support the actions of the central committee and if people are concerned about the choice they made they should get out and win their neighborhood,)

Legitimacy on the Line

When a majority-Black district sees its Senate seat handed to a candidate through insider maneuvering, the question is unavoidable: who really represents northwest Baltimore? The tension between the district’s Black majority and the politically organized Orthodox minority has been sharpened by this appointment. The Democratic Party’s own processes — opaque, transactional, and vulnerable to factional flips — have undermined the very legitimacy they claim to uphold.

Scandal as Stress Test

Attar’s indictment is not just a personal crisis. It is a test of whether Maryland Democrats can credibly claim integrity while tolerating scandal in one of their most symbolic districts. Senate leaders face a choice: distance themselves quickly, or risk being seen as complicit in protecting power at the expense of principle.

(A basic premise of our legal system is innocent until proven guilty. That is not the same thing as innocence until proven Jewish.)

Ferguson vs. Moore

Behind the scandal lies a deeper struggle. Senate President Bill Ferguson’s grip on committee assignments and redistricting strategy is strengthened by Attar’s seat. Governor Wes Moore, meanwhile, represents a different faction — reformist, equity-driven, and increasingly impatient with machine politics. The 41st is no longer just a Baltimore story. It is a swing vote in a statewide tug-of-war over the future of the Democratic Party.

Progressive Disillusionment

Baltimore’s 41st is not filler. It is a microcosm of Democratic turbulence across Maryland. A district fight that began with questions of legitimacy now reverberates into statewide battles over redistricting, coalition integrity, and the meaning of representation itself.

The next chapter will be written not just in courtrooms, but in committee rooms and caucus halls. Who flips, who defends Attar, and how Ferguson and Moore maneuver will determine whether Maryland Democrats emerge stronger — or fractured beyond repair.

N.B. Ronnie Rosenbluth, an associate of Attar who operated Tov’s Pizza, recently resigned his position with the Baltimore City Sheriff’s Department. He was a donor to several Baltimore campaigns and serves on the District 41 Central Commitee currently. He has not yet commented on the indictment as of yet.

BOC: I find this story disconcerting on a number of levels. I like Dalya Attar. I expect her to be found innocent and to be reelected for another term. But there’s people who would be happier if she lost her seat and it was handed over to someone who is black and very Progressive. I like Black people. I would be much happier to see Dalya Attar win her seat or lose her seat in an election as the choice of the voters. Malcolm Ruff is a candidate for Senate against Dalya And if he can out organize her, hustle, and win, God bless him. Many of my friends speak highly of him.
