I love the idea because we need to use our space more wisely in a way that people find non-obtrusive. Years ago I was working for a cell phone company in about 1994 when they were just getting set up putting up towers. That was a major issue because people didn't want cell phone towers close to their homes but they wanted to be able to pick up the phone and call any place. One of my suggestions was reaching out to billboard companies, especially along the interstates and use the tall billboards to put antennas on top of them. I was disappointed when it got shot down but there's no way a cell phone tower is more obnoxious than a high-rise billboard would have been good to combine them.
