Gen Z public servant brings policy chops, library leadership, and a housing-first agenda to Anne Arundel’s council race

Will Shorter isn’t just running for office—he’s trying to redefine what local leadership looks like in Anne Arundel County. At 28, the Glen Burnie native and lifelong District 2 resident is positioning himself as a generational advocate with deep institutional experience and a clear policy agenda.

Shorter’s resume reads like a blueprint for civic engagement. He was class president at Glen Burnie High School and served on a countywide student advisory board. As an undergraduate at the University of Baltimore, he represented over 100,000 students as a member of the University System of Maryland Board of Regents. By 23, he became the youngest chair of a public library board in the country, leading the Anne Arundel County Public Library Board of Trustees.

His academic credentials include a master’s in public policy from the University of Maryland, College Park and a law degree from George Washington University. But it’s his policy focus, especially on housing, that’s defining his campaign.

> “We’re in a housing crisis and our generation is bearing the brunt of that,” Shorter told the Capital Gazette. “It isn’t isolated to one generation but affecting everyone and the future of what families look like as we go into the mid-21st century.”

Shorter wants to overhaul the county’s zoning code to improve affordability and accessibility. He’s also committed to revitalizing Glen Burnie Town Center, supporting first responders, reducing recidivism through community programs, and protecting local waterways. His work on the Plan 2040 Citizen Advisory Committee reflects a long-term environmental and infrastructure vision.

Raised by a plumber and a public school employee, Shorter’s campaign is rooted in lived experience. He’s running to succeed Democrat Allison Pickard, who is vacating the District 2 seat to run for county executive. Shorter has already secured endorsements from County Executive Steuart Pittman and Council Chair Julie Hummer, signaling strong establishment support.

District 2 includes Glen Burnie, Millersville, and parts of Severn. With Republican Cory Malinowski challenging from the right, the race is shaping up as a referendum on generational leadership, infrastructure priorities, and the future of housing in Anne Arundel.
