Why I Think Jazz Lewis Isn’t Likely to Run for Congress

And Why That Matters

When Congressman Steny Hoyer eventually vacates his seat, speculation will swirl. Names will be floated, donors will whisper, and operatives will posture. But one name that should be taken off the board early is Delegate Jazz Lewis.

Lewis is no stranger to congressional ambition. He launched a campaign for Maryland’s 4th District in 2021, backed by none other than Hoyer himself. But despite the endorsement and early momentum, Lewis quietly withdrew in April 2022, citing fundraising challenges and viability concerns. That retreat wasn’t just tactical—it was telling.

Since then, Lewis has doubled down on his role in Annapolis. He was appointed House Majority Whip in 2023, and insiders increasingly view him as the heir apparent to the Speaker’s gavel. That’s not a consolation prize. It’s a power move. The Speaker of the Maryland House is arguably the most influential legislative position in the state, with control over committee assignments, budget priorities, and the legislative calendar.

If Lewis were to run for Congress again, especially in a regular-cycle election, he’d have to give up his delegate seat—and with it, his shot at becoming Speaker. That’s a steep price for a race he’s already tested and abandoned. And if he ran and lost again? It would raise uncomfortable questions about his commitment to the General Assembly and whether he’s more interested in climbing than governing.

There’s also the optics. Voters and colleagues alike may wonder: Do you want someone leading the House who’s constantly angling to leave it? That kind of ambition, while understandable, could undermine the stability and focus needed in a Speaker.

Lewis is a skilled legislator and a consensus-builder. He’s earned respect across ideological lines. But the calculus has changed. The congressional door may have closed, and the Speaker’s office is opening. That’s not a step down, it’s a step in.
