If you’ve been working around State Circle, lobbying in Annapolis, or navigating Maryland state regulatory policy for any length of time, you’ve likely seen my name passed around on a text chain.

Usually, it happens when I’ve written something sharp, pointed, or entirely unvarnished about a bill, a agency maneuver, or a key political player. For years, a lot of people in the government relations and corporate crowd read me only when someone forwarded them my most critical pieces. That created a very specific caricature of who I am—an outsider throwing rocks over the fence just to stir the pot.

Now that The Maryland Wire has expanded its institutional reach and brought on a surge of paid subscribers, I’m directly in your sandbox. So, it’s worth taking a Sunday pause to answer the question fairly: Who the hell is J. Barry O’Connell, and how do I actually view the world?

1. I Am a Pragmatic Structural Centrist

I’m a mainstream Democrat, but I am not a partisan cheerleader or a political consultant’s echo chamber. I look at governance through the lens of mechanics, fiscal discipline, and basic institutional function.

• Fiscal Sobriety: I care about how budgets are assembled, how long-term liabilities are managed, and whether state spending produces tangible results—paved roads, safe neighborhoods, reliable energy, and functioning local infrastructure. I have zero patience for fiscal recklessness or policy crafted strictly for performative Twitter applause.

• Skepticism of the Fringes: I hold deep skepticism toward both far-left ideological posturing and far-right populism. Extreme fringes push policy designed for soundbites rather than workable governance, distracting from the ground-up realities of everyday citizens.

2. My Perspective on Morality and the Law

I am a Lutheran. One of the reasons I value my faith tradition is its comfort with mystery—the idea that we don't need to over-engineer or explain away every complex reality; some things simply are.

That mindset directly shapes my political outlook. I hold traditional personal moral ethics, but I draw a firm, bright line between personal conscience and statutory law. I reject the impulse to use the coercive power of the state to enforce personal moral choices on a pluralistic public. Social tolerance and individual liberty aren't just talking points to me; they are basic prerequisites for a free society. Government should focus on managing the public square efficiently, not policing the human soul.

3. A Ground-Up View of Power

I come at politics with a fundamental skepticism of the political consultant class. Elections and policies aren't won by elite operatives pulling levers in Washington or Annapolis offices; they are decided by the working-class realities of real people trying to run businesses, pay mortgages, and raise families.

When I look at an executive order, a land-use dispute, or a piece of regulatory legislation, I am not asking, "Which party gets a win out of this?" I am asking, "Who pays for this, who gains power from this, and does it actually make practical sense on the ground?"

What to Expect from The Maryland Wire

I've been around politics for a long time. I did my first campaign the year before Bruce Bereano went to work in Annapolis.

I’ve been writing daily on Maryland politics and policy since December 2013. My goal has never been to burn down the establishment, nor has it been to stroke the ego of the powerful.

My job is to pull back the curtain on state house mechanics, land-use battles, energy policy, and the real flow of capital and influence across our state. When I call out bad policy or political posturing, it isn't personal—it's an evaluation against a simple baseline: Good governance requires transparency, fiscal sanity, and practical results.

Now that we’re sharing the same sandbox on a daily basis, you don't have to agree with every column I write. But at least now, when my name pops up on your screen, you know exactly where I’m standing.
