Harry Dunn, the former Capitol Police officer turned Democratic congressional candidate, is making the rounds again. But not where you’d expect.
After coming up short in the 2024 Democratic primary for Maryland’s 3rd District, Dunn has been showing up in Frederick and out west in Deep Red Maryland—far from the places he’s supposedly eyeing for a run. He’s already done four events in Frederick County alone. That’s eyebrow-raising, considering word around Maryland politics is that he’s interested in District 5, the seat long held by Steny Hoyer, which covers Eastern Prince George’s County and Southern Maryland.
So why is Harry Dunn spending so much time three hours away from home?
What We Know
Let’s walk through the geography. Dunn lives in Prince George’s County, most likely in District 4. Last time, he ran in District 3. Now he’s hinting at a run in District 5.
But the places he’s visiting most, Frederick, Hagerstown, and across Western Maryland,vare squarely in District 6, currently represented by Rep. April McClain Delaney. That’s a head-scratcher… unless you consider a few possibilities.
Three Political Paths
If Harry Dunn wants to be in office, he’s got a few options:
1. Congressional District 5: If Steny Hoyer finally calls it a career, the seat opens up. But if Hoyer runs again, that path’s closed.
2. Congressional District 6: It’s not where he lives, but Dunn didn't live in CD3 either and he may see a chance here if he thinks McClain Delaney is politically soft or poorly defined.
3. Statewide Ambitions? There’s been quiet speculation he might even be keeping an eye on the Governor’s Mansion, especially if Wes Moore ends up weakened after budget cuts and internal tensions. Long shot? Sure. But the ambition is there.
The Delaney Question
There’s another wrinkle. Some Western Maryland Democrats believe Dunn is lining up to primary April McClain Delaney. That might explain the strategic appearances in Frederick, which is increasingly purple and a bellwether in state politics. Her marriage to former Rep. John Delaney brings both name recognition and baggage, and some see her as a placeholder candidate. That doesn’t necessarily make her vulnerable, but it does make her a target. N.B. John Delany’s baggage is that he is Business friendly and politically centrist. Proggressives don’t like him but CD6 is not a Progressive stronghold.
And she may not be the only one in the crosshairs. Word is Destiny Drake West, who ran in the 2024 primary and pulled a small but noticeable share of the vote, is floating another run. She’s reportedly testing the waters to see if she can line up progressive and local support early.
What’s Dunn Really Up To?
Dunn converted his campaign operation into a PAC, which now supports Democratic federal candidates. So it’s not surprising that he’s traveling. But this many stops in one region, this far from his base—starts to look less like party-building and more like groundwork.
He knows Capitol Hill better than most Maryland candidates, and if he’s heard from inside sources that Hoyer’s staying put, he may be scouting a new target. He’s already shown he can raise money and command national attention. Now it’s just a question of finding the right district, or clearing the right field.

Harry Dunn might not be planting a flag just yet, but he’s circling the territory. Western Maryland wasn’t the obvious place to start, but politics isn’t linear. He’s keeping his options open, and that in itself says a lot.
