The $120M SHA Bridge Modernization: How Federal Infrastructure Capital & Amtrak Co-Funding Are Reshaping MDOT A&E Solicitations

By Barry O’Connell

As the Maryland Department of Transportation (MDOT) accelerates its fall procurement schedule, state civil engineering primes, bridge contractors, and highway design firms are tracking fresh multi-million-dollar task order releases hitting eMaryland Marketplace Advantage (eMMA).

The big structural story dominating MDOT State Highway Administration (SHA) engineering circles this week is the formal project authorization sequence for major rail and highway bridge replacements along the Northeast Corridor, anchored by multi-award wins to major engineering firms like HNTB.

While general media coverage focuses on commuter rail transit and regional Amtrak passenger timelines, government contractors and sub-tier engineering firms need to look directly at the state-level A&E subcontracting mechanics.

Unlike standard local paving grants that clear through quick county public works boards, these joint federal-state bridge and structural alignments involve complex, multi-year Architectural & Engineering (A&E) master contracts requiring specialized environmental, structural, and low-voltage rail safety certifications.

Here is where the structural pipeline and engineering task orders are moving ahead of Q1 2027.
