The Governor’s Office of Appointments recently welcomed two new key additions to its placement operations: Sydney Paschall as Senior Placement Specialist and Cameron Barros as Placement Specialist.
For the general public, internal staffing changes in the State House rarely cause a blip on the radar. But for political insiders, board applicants, and Annapolis advocates, knowing who manages the pipeline to Maryland’s 600+ boards and commissions is essential intelligence.

To Sydney and Cameron: welcome aboard!
First off, let’s establish the ground rules. You are stepping in to serve a leader who many observers across the Free State consider the finest Governor to walk the halls of the State House since Oden Bowie took office in 1869.
Now, out of respect, I am intentionally not commenting on the fact that you report directly to Appointments Secretary Mollie Byron. I am explicitly refraining from publicly noting that Molly remains one of the single most effective, capable, and indispensable professionals operating in Maryland state government today. Why? Because if I were to say those things out loud, people might repeat them to her, which would embarrass her.
So, strictly adhering to protocol: Governor Moore is wonderful, and we shall leave it entirely at that.
Inside baseball aside, these hires come at a critical operational window. Late summer and early fall represent the peak crunch time for the Appointments Office. Managing vacancies across more than 600 gubernatorial boards and commissions requires constant administrative output, rigorous vetting, and seamless coordination with the legislative branch. To clear that workload, top-tier talent isn’t just nice to have—it is an operational requirement.
Looking at their respective track records, the office secured strong reinforcements:
Sydney Paschall (Senior Placement Specialist): Sydney arrives directly from the Maryland General Assembly’s Senate Executive Nominations Committee. For anyone who tracks the confirmation process in Annapolis, her background needs little introduction. Having managed appointee communications, legislative records, and executive nomination workflows on the Senate side, she brings an intimate understanding of what passes muster when names move before the committee.
Cameron Barros (Placement Specialist): Cameron comes out of high-volume political and field operations with the Wes Moore for Maryland campaign, bringing hands-on experience in data analysis, executive briefings, and stakeholder engagement.
By pairing direct Senate confirmation experience with high-capacity field operations, the Appointments Office is strengthening both ends of the pipeline—vetting and confirmation—just as the autumn crunch hits its stride.
