In September, members of the Prince George’s County Council and the Economic Development Corporation (EDC) traveled to South Korea on what was described as an “economic mission.” But as of this writing, basic questions remain unanswered: Who went? Who paid? And what did it yield for residents?

A Maryland Public Information Act (MPIA) request submitted to the EDC on October 1 sought clarity on the trip’s costs, funding sources, and measurable outcomes. The EDC acknowledged the request and committed to providing records “no later than October 17.” That deadline has now passed without response.

This silence is not just bureaucratic—it’s reputational.

📉 Budget Deficit Diplomacy

Prince George’s County faces a $170 million budget deficit. Mandated increases in education funding loom large, and service cuts are on the table. In this context, taxpayer-funded international travel demands transparency—not just as a legal obligation, but as a moral one.

The MPIA request asked for:

• - All contracts or agreements with corporate sponsors

• - Records of travel, lodging, meals, per diems, and staff time

• - Documentation of the trip’s business purpose and expected outcomes

• - A list of officials and staff who traveled with EDC support

These are not exotic demands. They are the minimum standard for public accountability.

🧾 Quasi-Government, Real Obligations

The EDC is a quasi-governmental entity—created by the County, funded substantially by public dollars, and operating under County oversight. Its staff are integrated into County operations. If it claims exemption from MPIA, it must provide a legal basis and redirect the request to the appropriate public entity.

So far, it has done neither.
