In the corridors of Annapolis, few stories resonate more deeply than one of loyalty, integrity, and political fallout. And few elected officials have embodied those traits more resolutely than Delegate Sheree Sample-Hughes, the lone Democrat representing Maryland’s Eastern Shore in the House of Delegates.
Sample-Hughes, who made history as the first African-American woman to represent District 37A, and later rose to become Speaker Pro Tempore under House Speaker Adrienne Jones, now finds herself cast out of leadership. Punished for doing the very thing every public servant is supposed to do: represent their district.
For years, she was a loyal soldier. She supported leadership priorities. She carried weight in caucus rooms and helped maintain party unity. But when a few controversial bills came up, measures that conflicted deeply with the more conservative values of her district, she faced an impossible choice. Vote with leadership and alienate her constituents, or vote with her district and risk her political standing.
She chose her district.
And for that, she was stripped of her leadership role.
This wasn’t about a critical vote. The Speaker had the votes. This was about obedience. It was about sending a message: Cross me, and you’re done. That’s not leadership. That’s ego

The irony? Both Speaker Jones and Delegate Sample-Hughes are trailblazing Black women. They’ve both shattered barriers in the General Assembly. But this isn't a story of solidarity. This is a story of power, wielded ruthlessly and punitively. Instead of recognizing the unique burden that Sample-Hughes carries as the only Eastern Shore Democrat in the House, and the first African-American woman ever elected there. Jones treated her like an expendable pawn.
This is the moment to flip the script.
There’s a growing movement on the Shore calling on Sample-Hughes to step out of Annapolis and take her talents back home—to run for Wicomico County Executive and defeat scandal-plagued Republican Julie Giordano. With local Democrats energized by the upcoming Blue Wave, and Giordano wounded by a series of self-inflicted errors, the timing could not be better.
Among Giordano’s many missteps? She handed over a secure sheriff’s office radio to a civilian—someone who allegedly intended to use the feed for Facebook content. That wasn’t just irresponsible. It was a dangerous betrayal of law enforcement and public safety. Many Republicans were left speechless.
Add to that her ongoing chaos in county administration, ethical questions, and a generally clownish public image, and it’s clear: Wicomico deserves better.
Sample-Hughes has already proven she can govern. She’s chaired committees. She’s led with dignity. She understands how to run large systems, deal with budgets, and balance the needs of diverse constituencies. And while the salary for county executive is more than double that of a delegate, this isn’t about money. It’s about leadership—and about not wasting the talents of a woman who still has much to offer.
This could be the race that flips Wicomico blue again. With Wes Moore at the top of the Democratic ticket and strong statewide turnout expected, Sample-Hughes would likely benefit from a 3–7% turnout boost. That’s more than enough to win.
Governor Moore also needs a strong Democratic turnout. If former governor Larry Hogan runs it could be a tough race and Sample-Hughes increasing Democratic votes in Wicomico County would help run the score up.
The Eastern Shore needs a reset. Democrats need a flagbearer with integrity. And Sheree Sample-Hughes needs to stop waiting for Annapolis to treat her with respect.
It’s time to go home. Time to lead.
Time to run.
