Maryland’s FAMLI Registration Is Open: The Policy Is Simple, the Tech Is Where It Gets Tricky

Employer registration for Maryland’s Paid Family and Medical Leave Insurance (FAMLI) system officially opened this month. While state press releases highlight policy guidelines and the January 1, 2027, start date for payroll contributions, Maryland business leaders need to focus on two immediate realities: an upcoming compliance deadline and the technical machinery powering the system.
The Clock Is Ticking for Employers
If you operate a business in Maryland with one or more employees, you are required to register in the new FAMLI portal using your federal Employer Identification Number (EIN).
The first critical decision point comes on November 15, 2026. By this date, employers intending to offer a private, commercially insured, or self-insured plan—rather than joining the State Plan—must submit a formal Declaration of Intent.
Crucially, primary third-party payroll providers cannot complete this initial registration for you. An authorized officer or owner of your company must personally log in via Login.gov to verify identity and establish the account.
