Prince George’s County’s most enduring lobbyist, and the man who learned the game from Mike Miller himself.

Gerard “Gerry” Evans didn’t just arrive in Annapolis—he was built for it. Long before his name adorned client lists and legislative calendars, Evans was a staffer in the Maryland Senate, learning the ropes under two titans: Victor L. Crawford of Montgomery County and the legendary Thomas V. “Mike” Miller Jr. of Prince George’s.

Evans joined Crawford’s team in 1976, then shifted to Miller’s orbit in 1977, just as Miller was consolidating his influence in the Senate. The timing was no accident. Evans had a knack for proximity to power, and Miller—then a rising force in Maryland politics—recognized Evans’ strategic instincts early. Their relationship, forged in the crucible of Prince George’s Democratic machinery, would shape Evans’ trajectory for decades.

By the 1980s, Evans had become chair of the Prince George’s County Democratic Party and a fixture in national campaigns, including Mondale/Ferraro and Clinton/Gore. His firm, Evans & Associates, emerged as a lobbying powerhouse, representing clients from Verizon to Penn National Gaming, from the Maryland Hospital Association to the Baltimore Orioles.

Evans’ influence was never loud. He preferred the backroom to the podium, the memo to the microphone. That discretion served him well—even when federal prosecutors came calling. In 2004, Evans was sentenced to six months in federal prison for failing to file tax returns on more than $1 million in income. The case, while serious, never fully derailed his career. He returned to lobbying with quiet resilience, and by 2018, had transitioned ownership of the firm to his daughter, Hayley Evans, making Evans & Associates a certified minority-owned business.

Today, Evans lectures at the University of Maryland School of Public Policy, mentoring a new generation of policy thinkers. His legacy is complex—part architect, part survivor—but unmistakably woven into the fabric of Maryland governance.

He may not seek the spotlight, but Jerry Evans helped build the room it shines in.
