Jean Xu: engineer with Board of Appeals experience
Xu was the earliest filer, entering the race in July 2025 with the committee “Friends of Jean Xu” and a platform site at jeanxu4council.com.³ She already serves on the Howard County Board of Appeals, giving her hands-on exposure to zoning, land use, and quasi-judicial decision-making that often resonates with civic associations and residents focused on growth, traffic, and development impacts.³

The race is still taking shape but the Howard County insiders are tell me that James Handley has the edge. That even though he is last ino the race he is lining up the insiders amd political activists.
With all three candidates new to elective office, District 1 is shaping up as a classic Democratic primary choice among different resumes and governing styles rather than a clear ideological fight.¹² There is no public polling at this stage; instead, the early phase appears to be about quietly building name recognition, money, and neighborhood networks before 2026 truly heats up.¹²³
