🗳️ Cory Malinowski Wants to Rewire Anne Arundel’s Development Logic

District 2’s Republican challenger brings a Navy background, software chops, and a critique of reactive governance

Cory Malinowski isn’t your typical county council candidate. At 34, the Severn-based Republican is blending military discipline, legal training, and software engineering into a campaign that’s laser-focused on one thing: flipping the script on how Anne Arundel County plans its growth.

Malinowski, a former Navy language analyst fluent in Mandarin, spent six years stationed at Joint Base Pearl Harbor-Hickam. After earning an associate’s degree in Chinese-Mandarin during his service, he returned to Maryland to pursue a bachelor’s in jurisprudence and a Juris Doctor from the University of Baltimore. Today, he works as a software engineer and part-time pro bono lawyer—an unusual hybrid that gives him both technical and legal fluency.

But it’s his critique of the county’s development strategy that’s drawing attention. “We’re building houses first and asking questions later,” Malinowski said in a recent interview. He argues that infrastructure—roads, schools, utilities—should precede housing expansions, not trail behind them. His campaign is positioning this as a matter of long-term planning versus short-term political expediency.

Malinowski’s District 2 includes parts of Glen Burnie, Severn, and Pasadena—areas that have seen rapid growth and uneven revitalization. His platform calls for proactive governance, especially in neighborhoods where aging infrastructure is buckling under new development.

He’ll face Democrat Will Shorter in the general election. Shorter, a Glen Burnie resident and fellow University of Baltimore graduate, has already secured endorsements from County Executive Steuart Pittman and Council Chair Julie Hummer. That sets up a classic contrast: establishment-backed Democrat versus insurgent Republican with a technocratic bent.

Malinowski’s campaign is still in its early stages, but he’s already launched a website and is actively engaging voters online. Whether his infrastructure-first message resonates with District 2’s diverse electorate remains to be seen—but he’s betting that frustration with reactive governance runs deep enough to make a difference.
