Behind the Velvet K Street Curtain: Why are Beltway Big-Shots Boosting Harry Jarin?

ANNAPOLIS — In politics, they say you can judge a candidate by the company they keep. But in the hyper-leveraged world of Washington lobbying, you judge a candidate by who throws their cash-drenched welcome parties.
Take Harry Jarin, a supposed small-business owner and volunteer firefighter running a insurgent, populist-flavored campaign in the Democratic primary for Maryland’s 5th Congressional District. On the trail, Jarin likes to fashion himself as a grassroots alternative, taking swipes at his primary opponents for being “too cozy” with Democratic political action committees (PACs).
Yet, a leaked invitation to a February 18, 2026, “Meet & Greet” fundraiser on Capitol Hill tells a completely different story. The email, sent out by senior K Street hands, reveals that while Jarin may talk like a populist back home in Edgewater, his campaign machinery is being oiled by some of the most influential corporate and bipartisan power brokers inside the Beltway.
The S-3 Connection: Bipartisan Access or Right-Wing Ties?
The invitation originated from Jose Ceballos, a principal at the S-3 Group, an integrated legislative and public affairs consultancy. Ceballos himself is a well-known Democratic strategist and Clinton administration alumnus. However, the firm he represents—and the political ecosystem it inhabits—is exactly where things get messy for Jarin’s anti-establishment brand.
While S-3 Group operates a bipartisan shop, it has historically built its reputation as a powerhouse representing interests that make rank-and-file Democrats recoil. According to federal lobbying records, S-3 Group’s major corporate client roster has included:
The National Rifle Association (NRA) Institute for Legislative Action
Koch Industries (the fossil-fuel and conservative political network founded by the Koch brothers)
Big Business & Defense: Corporate titans like Google, Halliburton, Northrop Grumman, and Boeing.
When an operative from a firm like S-3 organizes an intimate, closed-door gathering for an aspiring lawmaker, they aren’t doing it out of ideological purity. They are buying early real estate on a freshman member of Congress.
The Host List: A Front for Deep Beltway Access
A look at the other names listed on the Jarin host committee reveals a highly coordinated effort by the leadership of the Asian American Action Fund (AAAFund) and deep-bipartisan operatives:
Irene Bueno: A co-founder and partner at NVG LLC, a premier Democratic lobbying shop. Bueno is a veteran Clinton White House aide who serves as a senior advisor to the AAAFund.
Albert Shen: The National Chair of the AAAFund and a former Obama administration official at the Department of Commerce, currently working as a senior strategist for Verizon.
Reggie Greer: A high-profile Democratic public engagement strategist who served as President Biden’s senior advisor on LGBTQ+ issues.

The Hypocrisy of “Playing Both Sides”
This high-powered K Street coalition creates an uncomfortable paradox for the Jarin campaign. Jarin has attempted to corner the market on ethical purity in MD-5, aiming a populist firehose at the Democratic party establishment for relying on traditional corporate PAC money.
Yet, the disclosure boilerplate at the bottom of his own invitation tells a tale of maximum campaign finance extraction. The campaign explicitly asks for individual contributions up to the legal maximum of $3,500 per election ($7,000 per cycle) and opens its arms wide to multi-candidate PACs for up to $10,000 per cycle.
More importantly, by relying on S-3 Group principals to quarterback his entry into Washington society, Jarin is bypassing official party committees while taking a backdoor route funded by the exact same lobbyist network that carries water for the NRA and the Koch network.
For 5th District voters, this raises a glaring red flag. Jarin is happy to don the turnout gear of a volunteer firefighter for campaign mailers, but when it comes to funding his political ambitions, he is perfectly comfortable warming his hands by the high-dollar fires of K Street. If Jarin is already living out of the pockets of boutique bipartisan lobbying firms before he even wins a primary, Marylanders have every right to ask: who will he actually be representing if he gets to Congress?
Kudos. No 2 party system, no real opposition, primary limited voting, a classic example of why the current electoral system is a rape of democratic values.....
