The Senate’s Quiet Giant: Why Bill Ferguson Tapped Brian Feldman as Economic Chief

Senate President Bill Ferguson’s announcement designating Senator Brian Feldman as the Senate's new Economic Development Chief is more than an extra title on a press release. It signals a shift in how Annapolis plans to handle economic policy heading into the 2027 legislative session—and how Senate Leadership intends to project strength.

To understand why this move matters, you have to look at two things: who Brian Feldman is outside the Statehouse, and where Senate Leadership stands right now.

1. A Heavyweight Credential Set: Who is Brian Feldman?

In a legislature populated largely by citizen-politicians, generalists, and advocates, Brian Feldman stands apart as one of the most credentialed policy minds in Annapolis.

Feldman isn't running a volume personal-injury practice or handling routine traffic matters. He is a high-level corporate and tax attorney and Certified Public Accountant (CPA) with a background built on complex fiscal, regulatory, and corporate matters:

Academic Foundation: B.S. in Accounting from Penn State, J.D. from the University of Pittsburgh School of Law, and a Master’s in Government from Johns Hopkins University.

DOJ & Big Four Experience: Early in his legal career, he worked as an attorney and CPA at Price Waterhouse in Washington, D.C., followed by a decade-plus stint as a Trial Attorney in the Tax Division of the U.S. Department of Justice—earning the DOJ’s Outstanding Attorney Award three times.

Corporate & Wealth Practice: He has served as Of Counsel at Kozusko Harris Duncan, focusing his legal practice on complex tax structures, private client representation, and high-stakes financial matters.

When state budget negotiations turn to multi-million-dollar tax incentives, green-energy infrastructure financing, or statutory corporate taxation, Feldman isn't learning on the fly. He speaks fluent C-suite and audit-speak.

A Track Record of Complex Legislative Mechanics

Feldman’s reputation as the Senate’s "Quiet Giant" comes from his ability to shepherd massive, technical policy packages across the finish line without the grandstanding:

Energy & Utility Reform: As Chair of the Education, Energy, and the Environment (EEE) Committee, Feldman spearheaded major clean energy and ratepayer affordability measures, including the landmark Utility RELIEF Act and the Brighter Tomorrow Act, cementing his role as the chamber's primary architect of energy infrastructure and regulatory policy.

Digital Commerce & Privacy: Feldman co-sponsored and navigated the Maryland Online Data Privacy Act, establishing comprehensive consumer data protections and commercial compliance frameworks for tech and consumer businesses operating in the state.

Regional Infrastructure & Metro Funding: On the financial side, he co-authored critical dedicated-funding legislation for the DC Metro transit system (WMATA), balancing regional economic competitiveness with state budgetary guardrails.
