It's Not Who's Leaving. It's How.

On process, organization, and the transition theater Mike Miller never skipped.

David Schuhlein is leaving the Office of the Senate President.

After five years as Bill Ferguson's director of communications — appointed in August 2021, on the job through some of the most consequential sessions in recent memory — Schuhlein will depart October 27 for Enterprise Community Partners, the affordable housing developer, where he'll serve as vice president of communications.

The news came Friday in a staff announcement from Ferguson's office, reported by Danielle J. Brown, Christine Condon and William J. Ford of Maryland Matters. It didn't come alone. Matt Jackson — who joined Ferguson's team as senior adviser in January after serving as chief of staff to former House Speaker Adrienne Jones — moves up to senior counsel, providing legal and policy guidance to Ferguson and Senate leadership. That is the seat Ross Seidman vacated this summer, after eight years as Ferguson's chief of staff. And stepping into Jackson's adviser role is Stephanie Hall, the chief government and legislative affairs officer at Coppin State University and former executive director of the Maryland Legislative Black Caucus.

Ferguson said he was “deeply grateful” for Schuhlein's work. Schuhlein said he was “humbled to have played a role in successfully navigating some of the most complex issues the state of Maryland has ever faced.” Everybody said the right things.
