EDITOR'S NOTE — ROUGH DRAFT, Oct 20, 2026. Paid piece; paywall after the lede. Built from RWL's two firm announcements of Monday, October 19, 2026 (formation of the Administrative Law Group; Sara Sellers and Emily Gordon joining), the firm's Administrative Law and Regulatory Compliance practice page, the two lawyers' firm bios, and Chambers USA. I have not yet read the two releases' full text word-for-word — if you forward them, I'll fold in their exact language and any quotes. Nothing in here speculates about any partner's plans; it reports the announcements and what they add up to.

Changes at Rifkin Weiner Livingston

Alan Rifkin's firm stands up an Administrative Law Group — and hires the procurement lawyer to prove it means it

Monday was a two-announcement day at 225 Duke of Gloucester Street. Rifkin Weiner Livingston — RWL, one of the heaviest government-relations benches in Maryland — announced it is forming an Administrative Law Group, and in the same breath announced that Sara Sellers and Emily Gordon have joined the firm. Two press releases, one message, and if you make your living around Maryland government, it is worth reading them together: an increasing share of the fights that decide who makes money in this state are no longer happening on the floor of the House or the Senate. They are happening in hearing rooms, in front of agencies, boards, and commissions. RWL just reorganized itself for that world.
