Allan Myers Won the Protest. It Still Paid Its Own Lawyers.
The Maryland Wire — October 27, 2026
I have a story for you about what it costs to be right in Maryland. A big highway contractor caught the state breaking its own rules on a Baltimore County interchange job, took it to the Maryland State Board of Contract Appeals, and won. And then — this is the part that got my attention — it went back to ask the state to pay its lawyers, the way the law now says the state must, and got turned down. Not because it lost. Because, Scott Livingston tells me, it didn’t bring an expert witness to testify that its lawyers’ fees were reasonable.
