Fantastic breakdown of how Maryland's distributed power actually works in practice. The AG detail about providing counsel to all agencies is something most people miss entirely but it explains alot about leverage points in state politics. I remember being surprised when a state official told me they couldnt just "call their lawyer" because it all runs thru the AG. That treasurer appointment process is genuinely wild compared to other states.
