The $8M Inner Harbor Capital Grant Trim: BPW Docket Locks In DGS Modifications Ahead of Tomorrow’s Session
By Barry O’Connell
As the Board of Public Works (BPW) prepares to convene today, October 29, at the State House, newly finalized supplemental filings from the Department of General Services (DGS) confirm a significant $8 million reduction in state Capital Grants and Loans (CGL) authority for Baltimore’s Inner Harbor public infrastructure project [BPW Supplemental Agenda].
Under Item 72-CGL-MOD, DGS is asking the Board to formally amend the state grant agreement to reduce total capital authorization from $30 million down to $22 million, aligning the project with Chapter 722 authorization adjustments [BPW Supplemental Agenda].
While mainstream headlines focus on macro redevelopment visions for Baltimore’s waterfront, civil engineering primes, urban design firms, and sub-tier contractors need to examine the immediate operational impact.
The grant adjustment specifically covers design, planning, and structural promenade construction guaranteeing public waterfront access at Inner Harbor Park [BPW Supplemental Agenda].
When state capital grant allocations shift mid-stream, prime grant recipients must re-align task order sequencing and sub-contractor solicitations across eMaryland Marketplace Advantage (eMMA).
Here is where agency capital distributions and municipal subcontracting timelines stand ahead of Thursday’s session.
