I live my life by a series of guidelines which I think of as rules and when I was doing the Chicago PJM story I kept thinking about my Jack and Charlie rule. So if any of you are old enough to remember Jack and Charlie you may know what I’m talking about. But the point is I got this long list of names that the rule dictates. If I’m writing about lobbying and these companies, I should mention their lobbyists. Normally it’s one or two or a handful, but in this case it was hard to fit 59 people into the story in a meaningful way. So I thought I’d do a separate story on who’s working for PJM related companies. You may wonder why I picked the pictures I did. Primarily. Robert Giaimo built Silver Diner in Rockville in 1989, and its BWI location has fed travelers at Thurgood Marshall Airport for 19 years — but Fraport, the German concessions giant that just locked up BWI’s retail concessions for 23 years, wants them gone. Silver Diner sued Fraport in September in Anne Arundel County — breach of contract, negligent and fraudulent misrepresentation — asking only that a previously agreed $1.5 million renovation plan be honored; Fraport’s counter, per the diner, was a gut-and-rebuild at $8 to $10 million that would shutter the restaurant for a year and kill 120-plus Maryland jobs. Then came the tabletop cards: “Help Save Silver Diner” QR codes letting travelers email state officials directly drew 2,000-plus emails — and, on October 2, an unannounced visit from a senior Fraport executive with a message: pull the cards or pay $250 a day. Giaimo calls it an attempt to muzzle citizens; the wrinkle that makes it a statehouse story is that BWI is state-owned, so the Maryland Aviation Administration is the ultimate landlord. Fraport “categorically rejects” the claims.

Sarah Elfreth has been collecting firsts since she was 30, when she became the youngest woman ever elected to the Maryland Senate. Vennard Wright has two jobs. One of them is public: Chief Information Officer and Director of Information Technology for Prince George’s County, one of the largest local governments in Maryland. The other is private: CEO and founder of PerVista AI, a technology company selling AI-driven threat-detection hardware.

Holding a private job while serving in government is not, by itself, a scandal. Prince George’s County has a process for it — supervisory approval, ethics review, conditions. What makes Wright’s situation worth a closer look is how publicly the two roles have been braided together, and how squarely his private company sits in the lane of his public duties.

The county put both titles on the same page

The county itself has acknowledged both roles. A September 2025 county business-roundtable announcement introduced Wright as “Prince George’s County CIO” and “also CEO & Founder of PerVista,” describing the company in glowing terms while advertising his presentation on a government contracting vehicle.

He promoted the company in his own name

Wright has promoted the company himself, in his own name. In an April 2026 LinkedIn post, he announced a “major milestone for PerVista AI,” introduced its Flurrent hardware, and described “our” threat-detection platform. Another April post described PerVista’s platinum sponsorship of the National School Boards Association conference — its logo on the conference tote bags, his conversations with school-board members, his appearance in a fireside chat. In May 2026, a company post announced that “our CEO, Vennard Wright” had traveled to Cebu, in the Philippines, for the opening of PerVista’s operations center.

His day job covers the county’s technology buying

Meanwhile, his public role includes technology-vendor engagement. In January 2026, Wright appeared at a county event alongside his own Office of Information Technology and the county’s Procurement office to discuss technology priorities and procurement forecasts — the county’s buying plans, presented in part by a man selling technology on the side.

This is not an accusation of a crime

None of this establishes that Wright has done anything wrong. That distinction matters, and this article does not accuse him of a crime or an ethics violation. No executed county contract with PerVista has been documented. No ethics finding exists. What exists is a set of questions the county’s own rules require to be answered.

But this stopped being about one man a while ago

Here is what the county needs to understand: the question is no longer whether Wright’s two jobs get a formal look. It is who does the looking, and how far they go. Because when a procurement-adjacent office draws a formal question — from a losing bidder, an inspector general, a reporter, a prosecutor — the inquiry does not stay where it started. Investigators pull records. They pull emails. They pull every technology contract the office touched, and then they look at who approved them, who competed for them, and who won. That is not speculation. That is how investigations work.

Everybody who touched county tech money is in the blast radius

The vendors who won fair and square get re-examined. The officials who ran clean procurements get interviewed. Careers built over decades get reviewed through the lens of a single unanswered question: was the process clean? It does not matter that you never met Wright or never heard of PerVista. If your contract passed through his office, you are in the file. That is what “under the microscope” actually means — not one man sweating, but an entire procurement ecosystem holding its breath.

The county’s own rulebook drew these lines for a reason

Prince George’s County’s ethics code draws lines that matter here. Section 2-293(c) bars officials from intentionally using the prestige of county office for private gain. In a 2021 opinion, the county’s Board of Ethics told another official he could not use his county title or reference to county employment in “literature, solicitations, advertising and other materials” promoting his private business. The county’s outside-employment rules require supervisory approval and review by the Office of Ethics and Accountability, with conditions where conflicts may arise. These rules exist precisely because of situations like this.

The questions that need answers

The questions, then, are straightforward: Did Wright obtain that approval, and under what conditions? Has he recused himself from technology procurement decisions touching his company’s market? Did he authorize the joint county-company publicity? Those are records questions, and records questions have answers.

The way out is in his hands — and the clock is running

Wright can still close this down. Produce the outside-employment approval. Show the recusals. Account for the publicity. Transparency is the cheapest disinfectant in government, and it is entirely in his hands.

Until then, the questions sit there — documented, specific, and unanswered. And unanswered questions in a procurement-adjacent office are how small stories become big ones.

Anthropic, the artificial-intelligence company, registered five lobbyists through Manis Canning & Associates on September 24 — Samira Jackson, Andrea Mansfield, Joseph Bryce, John Favazza, and Nicholas Manis — to work legislation and regulations on artificial-intelligence safety, governance, and oversight. Five lobbyists is a statement: the largest single-client team in the fortnight’s filings, and a signal that AI governance has arrived as an Annapolis lobbying matter just as Maryland’s new privacy law takes hold.

Defense-Technology Company

Not to be outdone, Anduril Industries — the defense-technology company — registered four lobbyists through Cornerstone Government Affairs on October 6: Bernie Marczyk, Patrick Hogan, Tiffany Harvey, and Delora Sanchez Ifekauche, listed for “software and technology solutions.”

DOJ sues Maryland over in-state tuition for noncitizen students

The kicker: credit-card companies were selling purchase booleans — has bought adult novelty toys by mail (yes/no), has purchased adult movies in a hotel (yes/no) — Visa a major player, the Donnelleys in the mix too. Then the false-positive problem: Joe Blow’s cousin uses his card at the hotel, and Joe is now, in some database somewhere, a man who watches adult movies in hotels — with no appeal. Wicomico County Executive Julie Giordano vetoes nursing-home oversight bill

Wicomico County Executive Julie Giordano announced October 7 that she vetoed Emergency Legislative Bill No. 2026-11, which would have imposed new oversight on the Wicomico County Nursing Home, arguing the legislation “goes far beyond reasonable oversight.” Giordano said the bill would let the County Council participate in terminating the Nursing Home Administrator while the administrator reports through the executive branch — creating competing chains of command — and arrived with no fiscal analysis of the cost to taxpayers on employment status, benefits, retirement obligations or regulatory liability.

Senator Dawn Gile: The Military Spouse Who Flipped the 33rd

The first thing to know about Senator Dawn Gile is that she knocked on the doors. When the Severna Park Democrat ran for the Senate in 2022, District 33 had been Republican for most of fifty years. Gile won it 55 to 44 — and the Maryland Democratic Senate Caucus doesn’t pour $500,000 into races it doesn’t think can be won.

The second thing to know is what she did with it. Gile, an attorney and the wife of a retired Army sergeant major, made military families her cause long before Annapolis. As president of the Military Spouse JD Network, she fought for spouse employment rights and free legal help for Gold Star families and veteran caregivers. In the Senate she chairs the Anne Arundel County delegation and sits on the Finance Committee, and this spring she put eight bills on the governor’s desk: civil relief for service members, prosthetics coverage (the “So Every Body Can Move Act”), perinatal behavioral-health screening, a model school policy on sexual abuse and misconduct, civic excellence in public schools, property-tax deferrals for seniors, and veterans’ organization licenses. Every one signed.

She and her husband D.J. — 24 years on active duty — are raising three daughters in Severna Park. She’s running for re-election this fall on affordability, strong schools, and the Bay. The 33rd is still 38-38-23 country. Nobody hands you that seat twice.

The numbers keep getting worse

The Board of Revenue Estimates’ latest forecast puts the structural gap at roughly $3 billion for fiscal 2028. Revenues came in $320 million above the last estimate — Comptroller Brooke Lierman called it a “mixed picture,” which is Lierman-speak for enjoy the good news, because here comes the rest. Growth is running 3.3 percent, below the state’s 4 percent trend. Paycheck withholdings are slowing. The one-time windfalls — big estate and capital-gains collections — aren’t coming back.

And then there’s the tech tax. Remember the 3 percent sales tax on IT and data services, sold as a $500 million answer to the deficit? It has collected about $100 million. Add a $280 million court-ordered refund to Potomac Edison, and you start to see why Budget Secretary Jake Weissmann isn’t celebrating. Agencies have been told to find roughly 3 percent in cuts. Their fiscal 2028 budget proposals are due in January, and the math doesn’t work.

Lierman, in a September release, called this “the most tumultuous decade for revenues in a generation.” She’s not wrong. The December briefing that put the fiscal 2027 shortfall at $1.5 billion — five times the spring prediction — blamed a familiar cocktail: Medicaid cost overruns (including $190 million in provider reimbursements), the One Big Beautiful Bill Act’s $371 million negative swing in state revenues, and $718 million in revenues that simply never showed up.

The Blueprint problem

Behind all of it sits the Blueprint. Education reform costs are on track to approach $3.8 billion a year, and the dedicated revenues run dry around fiscal 2028–29 — at which point the whole thing lands on the general fund. Wes Moore told the Spending Affordability Committee the Blueprint “cannot continue in its current form.” House Appropriations Chair Ben Barnes doesn’t want to roll back education reforms. That’s a genuine fault line inside the Democratic supermajority, and it’s where the 2027 session will be fought.

So: a $3 billion hole, a flopped tech tax, and the biggest spending mandate in state history about to eat the general fund.

Here’s what nobody’s watching: while the money burns, Maryland just built a machine to publicly name the agencies that waste it. Its first report was due October 1.

Maryland Nonprofits Get a New Voice — Right as the $3 Billion Squeeze Hits

The sector’s statewide association changes captains in two weeks, in the middle of the worst state budget fight in a generation. If your organization runs on state money, the decisions that matter are being made this fall — in rooms most nonprofits never enter.

Maryland’s nonprofit sector is enormous, and most people in Annapolis still treat it like background scenery. More than 41,000 charitable organizations work in every county in this state. Nonprofits employ roughly one in ten Maryland workers, by Johns Hopkins’ long-running count — a bigger share than almost any other industry. And a huge slice of that sector runs on state money: state grants, state contracts, Medicaid rates, county pass-throughs. When Annapolis sneezes, Maryland nonprofits catch pneumonia.

Somebody should tell them the forecast.

A new captain

Maryland Nonprofits — the statewide association, with 1,800-plus members and partners — picked Lindsey Baker as its next president and CEO in September. She starts October 19. Baker is a Maryland nonprofit executive with nearly two decades in the sector; board chair Will Pass announced the hire after a national search run by Good Insight, with board member Tom Riford chairing the search committee. Interim president and CEO Carmen Marshall, who carried the association through the 2026 session (including testifying for the Keeping Charities Nonpartisan Act), hands over the gavel in about two weeks.

So the sector’s Annapolis voice changes hands on October 19. The question is what Lindsey Baker is walking into.

The squeeze

She’s walking into a $3 billion structural budget gap. The Board of Revenue Estimates’ latest forecast puts Maryland’s fiscal 2028 shortfall at roughly $3 billion. State agencies have been told to find about 3 percent in cuts — with two dozen Cabinet-level agencies asked to show what up to 10 percent would look like — and their budget proposals are due in January — which means the real decisions about whose funding survives are being drafted right now, this fall, inside agency budget offices, months before the General Assembly gavels in.

Nonprofit funding is the definition of discretionary spending. It has no constitutional protection, no dedicated revenue stream, no funding formula with its name on it. When Budget Secretary Jake Weissmann’s people go looking for 3 percent, community grants and provider contracts are where the pencil lands first.

Where it’s decided

If you do government relations for a Maryland nonprofit, here is your fall calendar. Agency budget submissions go to the Department of Budget and Management this autumn. House Appropriations Chair Ben Barnes and Senate Budget and Taxation Chair Guy Guzzone run the committees where those numbers get defended or cut. Comptroller Brooke Lierman sits on the Board of Revenue Estimates, which sets the revenue reality everyone else has to live inside. And the governor’s budget lands in January — after which the Budget Reconciliation and Financing Act becomes the vehicle where funding quietly appears and disappears.

Most nonprofits show up in January with testimony. The smart ones were in the room in October.

The other ratchet

Money isn’t the only pressure. This spring, Maryland created an Audit and Finance Compliance Unit with a public dashboard — fully operational by October 2027 — that will display, agency by agency, how many years each audit finding sits unresolved. State-funded nonprofits already live under audit scrutiny; that scrutiny is about to get a public scoreboard. If your organization’s name can appear next to an unresolved finding, that’s a government-relations problem, not just an accounting one.

Silver Diner vs. the German Giant

Robert Giaimo built Silver Diner in Rockville in 1989. It's a Maryland institution — the kind of place where the coffee's hot, the menu's a mile long, and everybody knows the drill. Since 2007, his BWI location has fed travelers at Thurgood Marshall Airport. Nineteen years.

Now Fraport — the German concessions giant that just locked up BWI's retail concessions for the next 23 years — wants them gone.

Silver Diner sued Fraport in September in Anne Arundel County: breach of contract, negligent and fraudulent misrepresentation. The diner's ask was modest — honor the previously agreed $1.5 million renovation plan. Fraport's counter, according to Silver Diner: gut the restaurant and rebuild it for $8 to $10 million, a demand Silver Diner says was invented by Fraport and blamed on the state. State officials deny making it. A rebuild means shutting the doors for a year and killing more than 120 Maryland jobs.

Then came the tabletop cards. Silver Diner put “Help Save Silver Diner” cards on its BWI tables, with a QR code letting travelers email state officials directly. More than 2,000 emails and counting. On October 2, a senior Fraport executive paid an unannounced visit. The message back: pull the cards or pay $250 a day.

Giaimo calls it what it looks like: “an attempt to muzzle citizens and muzzle Silver Diner.” He invokes the First Amendment — and here's the wrinkle that makes this a statehouse story rather than a landlord spat: BWI is a state-owned airport. The Maryland Aviation Administration is the ultimate landlord. When the company managing the state's airport fines a tenant $250 a day for asking customers to email state officials, the constitutional question is not frivolous.

“categorically rejects” Silver Diner's claims as “unfounded and without merit” and says it acted in good faith. It did not respond to the censorship charge.

Strip it down: a German multinational holding a 23-year concession wants to replace a 19-year Maryland fixture with its own higher-priced concept — Silver Diner's cards warn travelers the replacement means higher prices — and it's fining the locals $250 a day for telling travelers about it. The 2,000 emails say Marylanders have noticed.

The decision-makers here aren't in Frankfurt. They're at the Maryland Aviation Administration and in Annapolis. That's why the QR code points at state officials. That's why this fight is just getting started.

Trump–Moore feud flares at Anduril’s $3.7B Baltimore shipbuilding announcement

Governor Wes Moore reignited his feud with President Donald Trump on Tuesday, accusing the White House of blocking him from speaking at the Baltimore announcement of Anduril Industries’ $3.7 billion investment — a new Arsenal-2 shipbuilding facility at Tradepoint Atlantic on Sparrows Point promising more than 3,100 jobs — even though Moore says his administration helped facilitate the deal for more than a year. The White House countered that Trump had “graciously invited” Moore to attend as a guest and called his absence a tantrum; a source familiar with the planning said Anduril invited Moore to speak but the White House blocked him, and Moore skipped the event. Commerce Secretary Harry Coker Jr. called the investment confirmation of Maryland’s status as “a global leader in maritime defense manufacturing.” The state and Baltimore County committed to match up to 13% of the private investment through existing incentive programs and new appropriations that will need General Assembly and county council approval.

Debate night: Moore won’t promise a full second term, and Cox pounces

Wes Moore and Dan Cox met Tuesday for their only scheduled gubernatorial debate — taped at Maryland Public Television and aired at 7 p.m. — and the sharpest exchange came when moderator Jason Newton pressed Moore for a yes-or-no answer on whether he would serve a full four-year second term. Moore declined to commit: “Being the governor of Maryland has been the honor of a lifetime,” he said, “And I would not be running for reelection if I was not committed to the people of Maryland” — adding “I think I gave the answer” when pressed again. New UMBC poll: Question 3 redistricting amendment underwater, 25% yes to 53% no

A new University of Maryland, Baltimore County Institute of Politics poll finds Question 3 — the constitutional amendment that would let Democrats redraw congressional districts mid-cycle — failing badly: just 25% of likely voters said they would vote yes, 53% would vote no, 19% undecided (776 likely voters surveyed September 22–27, margin of error ±3.5 points). Opposition runs 74% among Republicans, 59% among independents — and even 42% among Democrats. “I’m not convinced it will pass,” said pollster Mileah Kromer, who noted UMBC summarized the question for respondents rather than reading the ballot language verbatim, and that two partisan-commissioned polls found 28% and 40% support respectively — suggesting “effective messaging could move it either way.”

Democratic women senators form a campaign slate to pool cash for November

The Senate’s Democratic women are forming a campaign slate so incumbents and women challengers can share campaign money through the rest of the cycle — a bid to hold ground in a chamber where their numbers are likely to shrink. The 47-member Senate currently has 13 Democratic women and one Republican woman; Sen. Pamela Beidle of Anne Arundel County is retiring (she endorsed Del. Mark Chang to succeed her) and Sen. Nancy King of Montgomery County lost her primary to Amar Mukunda, who is unopposed in November. “Maryland voters are lucky to have a number of talented women running for Senate,” said Sen. Cheryl Kagan, a Montgomery County Democrat. Under the slate structure, members can contribute unlimited funds into the slate itself — though the State Board of Elections’ summary guide caps slate-to-member-committee transfers at $24,000 per election cycle.

Lisa Harris Jones: The Trailblazer at the Top of the Money List

When the Maryland State Ethics Commission released its lobbyist earnings for the six months covering the 2024 legislative session, the name at the top of the list was one Annapolis had been watching for fifteen years: Lisa Harris Jones. $2,666,850 in reported billings — making her the first woman, and the first person of color, ever to lead the state’s registered-lobbyist rankings.

She didn’t get there by accident, and she didn’t get there overnight. Harris Jones founded Harris Jones & Malone in 2000, after building a practice in corporate securities, mergers and acquisitions, and real estate finance at established Maryland firms. She remains the first and only African American woman in Maryland to own and manage a law practice centered on lobbying, government relations, and procurement — a distinction earned the hard way, in a State House long described as an old boys’ club.

The consistency is the real story. Since 2009, she has been ranked among the top five earning lobbyists in Maryland after every single session. Her client roster reads like a cross-section of the state’s economy: Baltimore Gas and Electric, Microsoft, McDonald’s, Home Depot, Walmart, the Baltimore Orioles, data centers, gaming interests, insurers, and building contractors. When Kiewit, the firm rebuilding the Francis Scott Key Bridge, needed Annapolis counsel, it hired Harris Jones & Malone for, in the registration’s words, “any and all matters concerning the Key Bridge.”

The honors have followed the work: The Daily Record’s Leadership in Law Award, the Baltimore Sun’s “50 Women to Watch,” the YWCA of Greater Baltimore’s Special Leader Award, an advocacy award for her work on dyslexia, and four straight years on the Daily Record’s Power 100. She serves on the board of Diversified Healthcare Trust, a $7.1 billion real estate investment trust.

She and her husband, fellow lobbyist Sean Malone — himself named one of the nation’s top lobbyists — were married in 2013 in a ceremony officiated by then-Baltimore Mayor Stephanie Rawlings-Blake.

Fifteen years in the top five, and then number one. In a business built on relationships, Lisa Harris Jones spent two decades building the most durable one in Annapolis: her reputation.

How Bad Does Your Credit Card Snitch on You?

What I saw for sale in 2004, what's on the shelf today, and why Maryland just changed the rules.

In 2004 I got a call offering me a job as a database administrator for America Coming Together — the big 527, the precursor to the super PAC, the left's massive voter-data project. They'd raised hundreds of millions of dollars. They had left-leaning companies and nonprofits and charities lined up willing to loan them data. Their problem was they couldn't get it together in any meaningful way. Too much data. They couldn't handle it.

They called me twice. The second time they offered me more money. I said no twice. I didn't want to work twelve-hour days, seven days a week, and that's what they were asking for.

Then one Sunday — I was at Deutsche Bank on a project going downhill because nobody would listen to me, one of those projects where you can see the disaster coming — a recruiter called and asked me to join the team helping John Kerry. And they named a sum of money I couldn't say no to. That was Sunday. Monday morning I went to work for them.

I scoped the project, found the difficulties, and came up with a plan. It involved spending about three million dollars on new hardware and a data center — which in 2004 meant a room with electricity and internet and everything caged in, kind of like a dog kennel. That was state of the art. If you'd said “hyperscale” back then, people would have thought you were talking about descaling agents.

We got up and running. And here's the part I want to tell you about, because I wasn't the analyst — I ran the database team. I couldn't hire or fire, but I assigned the tasks and kept everybody working. The schedule worked out to come in by nine, leave after nine, book twelve hours, seven days a week. No days off. No sick days. You worked. That was the job. And it worked — we were extremely successful.

But the data. That's what stayed with me.

One of the data points the analysts were using was women's dress sizes. Not as trivia — as a segmentation variable. Three-size bands. And you have to understand: the things that move a size-two vegan woman with no pets, no alcohol, no cigarettes are very different from the things that move a size-18 woman who drinks and smokes and eats meat. Body type was a proxy for lifestyle, and lifestyle was a proxy for votes. As a database guy I admired the elegance of it. As a human being I found it a little chilling.

Then there were the credit card data points, and these genuinely shocked me. I'm not sure whether it was the Kerry project or a similar project I did for a company that worked with Marriott, but I had to review everything we could buy, and two boolean fields stopped me cold: has bought adult novelty toys through the mail — yes or no. Has purchased adult movies in a hotel — yes or no. Your credit card company was selling that. Visa was a major player in this game. So was one of the Donnelleys — R.R. or R.H., I always got them confused, the directory people turned data merchants.

I used to torment myself with the false-positive problem. Say Joe Blow's cousin comes to visit. Joe's never watched that kind of thing in his life and would be shocked by it. But Joe puts the cousin up at the hotel on his credit card for the week, and the cousin watches the movies. There's no corresponding field that says “his credit card was used to buy it but he didn't do it himself, it was the cousin.” Joe Blow is now, in some database somewhere, a man who watches adult movies in hotels. And there's no appeal.

A terabyte was a massive database in 2004. Within a few years I was building multi-terabyte systems — half a dozen databases in the 8-terabyte range for one company, and we weren't considered large by industry standards.

The Petition Delusion: Why Amateur Campaigns Fail the Math and Blame the System

In Maryland politics, there is a recurring character who appears every election cycle: the independent or third-party candidate who launches a campaign, fails to get on the ballot, and then claims the system was rigged against them.

We are seeing this playbook unfold once again. In Baltimore County, independent contender Rob Daniels failed to submit enough valid signatures to qualify for the County Executive ballot and subsequently filed as a write-in candidate. Rather than auditing his campaign's field operations, Daniels has taken to the sidelines, slinging allegations of corruption and fear-mongering at established contenders like County Council Chairman Julian Jones. Down in Prince George’s County, similar dynamics play out when low-budget runs miss structural benchmarks and reframe logistical failures as political suppression.

To casual observers on social media, these grievances might sound like a crusading outsider fighting "the machine." But to anyone who has ever managed a field program, sat outside a grocery store with a clipboard, or worked in government relations, these claims reveal something much simpler: a fundamental failure to understand basic campaign math.

The Psychology and Math of the Clipboard

Petition drives for independent candidates aren't an arbitrary hurdle designed by party bosses to keep people off the ballot; they are the absolute lowest bar for proving a campaign possesses baseline organizational capacity.

Anyone who has spent time collecting signatures knows two unwritten rules of field work:

1. Voters Lie out of Politeness: A significant percentage of people who sign a petition on their way into a supermarket are not registered to vote at that address, in that district, or at all. They sign because saying "I'm not registered" feels like admitting to a civic failing in public.

2. The Validation Drop-off: Because of illegible handwriting, outdated voter files, and unregistered signers, an experienced campaign expects 30% to 50% of raw signatures to be invalidated by local election boards.

If state law requires 6,000 valid signatures to reach the ballot, a competent campaign doesn't target 6,250. They target 12,000.

A serious campaign views petitioning not as a chore to collect the absolute minimum, but as a cheap, high-yield voter contact strategy. When a voter signs a petition, they experience psychological buy-in. They feel a personal connection to putting that name on the ballot, making them far more likely to volunteer, donate, or turn out on Election Day. Amateurs treat petitions as a math problem they try to barely pass; professionals treat them as a field weapon to lock in thousands of core voters early.

Insulting the Room

When candidates fail this basic test of field mechanics, they almost always shift from logistics to grievance. It is far easier to tell supporters, "Julian Jones and the party bosses are terrified of me," than it is to admit, "We didn't train our volunteers to check voter registration records."

For government relations professionals, lobbyists, and civic leaders in key economic drivers like Baltimore and Prince George's counties, these public meltdowns are almost embarrassing to watch.

The political establishment in these counties knows candidate leaders personally. They understand how county boards of elections operate, and they know the rigorous, non-partisan verification process signatures undergo. When a failed candidate stands on the sidelines slinging mud and claiming conspiracy, they aren't hurting the frontrunners—they are simply announcing to every serious insider in Annapolis and Towson that they didn't have the discipline to run a high school student council race, let alone a multi-billion-dollar county government.

The Bottom Line

A write-in campaign born out of a botched petition drive is rarely a movement; it is an exercise in noise.

Running for office requires more than passion and a fiery press release. It requires operational discipline, funding, field management, and respect for the rules of engagement. When a candidate misses the ballot because they couldn't manage a clipboard, don't blame the machine. Blame the math.

Debate Night: Will Wes Moore Hit Dan Cox on His Son?

One debate, one live grenade, and the margin question that matters for January.

Tonight at 7, Wes Moore and Dan Cox meet for their only scheduled debate — taped this afternoon at Maryland Public Television, airing on MPT, WBAL-TV 11, NBC4 Washington, and nationally on C-SPAN. WBAL's Jason Newton moderates; MPT's Jeff Salkin, NBC4's Tracee Wilkins, and the Baltimore Banner's Pamela Wood ask the questions. Green nominee Andy Ellis and Working Class Party nominee Cathy White, at 3 percent each in the latest UMBC poll, didn't clear the 10 percent threshold and won't be on stage.

The UMBC numbers hanging over the evening: Moore 51, Cox 24, with 14 percent undecided and 11 percent scattered among the minor candidates. That's a 27-point margin — commanding, but five points shy of the roughly 32-point blowout Moore posted in 2022. St. Mary's political scientist Todd Eberly doubts tonight changes the race, and the political science is mostly on his side: debates rarely move numbers.

But this debate has something most don't: a live grenade.

On Monday, Jewish Insider reported that Josiah Cox — Dan Cox's son, a onetime campaign worker whom Cox himself has publicly called his “bodyguard” — sent a series of Facebook messages of staggering viciousness: Jews are “pedophiles and Satan worshipping scum” who “killed my savior Jesus”; “Israel will fall”; he “longs for” the day Christ returns and “wipes them off the face of the earth.” The screenshots were shared by Republican operative Alexandra Levine, who wrote: “His father is running for Governor of Maryland and this is how he feels!”

The Democratic Governors Association pounced. Spokesman Kevin Donohoe demanded Cox denounce the messages and apologize to Jewish Marylanders — and said Cox stayed silent when asked about the story Monday morning.

Which brings us to the evening's real question, the one every insider in the village is asking: does Wes Moore go there tonight?

The case for it writes itself. It's the freshest, most damaging story in the race, it broke a day before the debate, and silence from the candidate is damning. Maryland has one of the country's most politically engaged Jewish communities — Montgomery County, Baltimore County, Howard County — and “my opponent's son and bodyguard fantasizes about wiping Jews off the earth, and he won't denounce it” is a line that lands.

The case against is the one Moore's people are surely making right now. Attacking a man's adult son is dangerous ground — it can make the attacker look cruel and the target sympathetic, and Cox has shown a talent for playing the martyr. Moore has spent four years cultivating a brand above the gutter; dragging a candidate's kid into a debate risks the brand to gain points in a race he's already winning by 27. And he may not need to: the DGA, Jewish Insider, and every newsroom in the state are already carrying the story. Why spend his own capital when the press will do it for free?

Here's the insider read: watch the panel, not the candidates. The likeliest path is that Pamela Wood or Tracee Wilkins asks Cox directly whether he denounces his son's messages — it's a legitimate news question about a story his own party's operatives surfaced, and no moderator can ignore it the night after it broke. That gives Moore the opening without the fingerprints: react with gravity, express solidarity with Jewish Marylanders, and let Cox's answer — whatever it is — be the story. If Moore raises it unprompted, that tells you his team decided the risk was worth it. If he doesn't, it tells you they decided 27 points is enough.

And that brings us to the second question: can Moore get back to 32?

The math is straightforward. He's at 51 with 14 percent undecided and 11 percent parked with Ellis and White. Getting to a 32-point margin means consolidating nearly all of that 25 percent while Cox stays flat — a big ask, and late-deciding voters historically break against incumbents, not for them. The structural fundamentals haven't changed — Maryland is still Maryland, and Cox, as pollster Mileah Kromer notes, is not rebuilding the Larry Hogan coalition. But 51 percent is a soft number for an incumbent governor here. “Doomed” is the wrong word for a man leading by 27. The right question isn't whether Moore wins. It's what the margin buys him.

That's the part the GR village should be watching, because margin is mandate capital. A governor who wins by 32 walks into the 2027 session — and the $3 billion structural deficit waiting there — claiming the voters endorsed his stewardship. A governor who wins by 20 spends the session's first month explaining why the number shrank. The lobbyists reading this don't care about debate zingers; they care about how much political capital the winner carries into January. Tonight's number to watch isn't who “wins” the debate. It's whether anything in those 90 minutes moves the 14 percent off the fence.

Prince George’s County Council votes 11-0 to advance the $1.4B Sphere at National Harbor

The Prince George’s County Council voted unanimously Monday to authorize up to $215 million in special obligation bonds for the 6,000-seat Sphere concert venue at National Harbor, a $1.4 billion project Sphere Entertainment hopes to open in spring 2030. The authorization did NOT include the project labor agreement unions wanted: the council approved a labor peace agreement (letting unions organize Sphere workers once it opens) but voted down two proposals that would have guaranteed 40% of construction work to unionized employees. County Executive Aisha Braveboy called it a win, saying the Sphere carries a “$1.3 billion overall impact,” more than triple the tax revenue of Six Flags or the Commanders stadium. Council member Wala Blegay voted no on one labor proposal, warning “we cannot afford to have Sphere walk away,” while Lamar Mutts of the Eastern Atlantic States Regional Council of Carpenters pushed for guaranteed wages and conditions. A final project vote is expected soon.

Maryland Supreme Court removes Anne Arundel Orphans’ Court Chief Judge Vickie Gipson from the bench

The Supreme Court of Maryland ordered the immediate removal of Anne Arundel County Orphans’ Court Chief Judge Vickie Gipson on Monday for “egregious misconduct” in office, siding with the Maryland Commission on Judicial Disabilities over Gipson’s offer to serve out her remaining months and retire. Commission attorney Kendra Jolivet argued removal was warranted for a “persistent course of unprofessional action unbecoming of a judicial officer” — including repeated verbal altercations with former Orphans’ Court Judge Marc Knapp (removed in June over conduct “fundamentally incompatible with judicial office” stemming from run-ins with Gipson), blocking Knapp from filing dissenting opinions and orders, and calling police to remove him from the courtroom. Gipson, first elected in 2018 and the first Black chief judge of the county orphans court, leaves a bench where none of the three judges elected in 2022 remain: Knapp was removed, and David Duba resigned in November 2024.

The PSC kills multi-year rate plans: “largely unachieved,” no “clear, measurable benefits”

The Maryland Public Service Commission ended its pilot program Thursday that let utilities file multi-year rate plans — forward-looking ratemaking based on projected spending, in use since 2020 — finding the pilot’s goals “largely unachieved” with no “clear, measurable benefits for ratepayers.” The five-member commission ordered a working group to recommend a “substantially reformed” procedure by June 30 and a forecasting-vs.-traditional-ratemaking study by February 1 for the legislature by April 1. People’s Counsel David Lapp said the order “makes clear that MRPs have failed to deliver for customers” — his office’s March analysis found rates rose faster under the plans — while House Speaker Joseline Peña-Melnyk, who pushed to end forecast ratemaking outright before compromising with Senate President Bill Ferguson on a pause, said the findings reinforce the need to keep examining rate-setting. BGE spokesman Nick Alexopulos said the three Exelon utilities still support forward-looking ratemaking’s role.

New UMBC poll: Wes Moore 51%, Dan Cox 24% — four weeks out

The University of Maryland, Baltimore County’s Institute of Politics poll — 776 likely voters surveyed September 22–27, margin of error ±3.5 points — has Governor Wes Moore at 51% and Republican challenger Dan Cox at 24%, roughly a two-to-one margin, with 14% undecided and 11% split among other candidates. Pollster Mileah Kromer noted Cox is not rebuilding the Larry Hogan coalition, and St. Mary’s College political scientist Todd Eberly doubts tonight’s debate changes the race. Also named in the poll: Green Party nominee Andy Ellis and Working Class Party nominee Cathy White at 3% each — below the 10% threshold that kept them out of tonight’s only scheduled head-to-head debate.

Aruna Miller Maryland Heroine

Aruna Miller’s American story began in Hyderabad, India, where she was born on November 6, 1964. She was seven years old when her family came to the United States — her father Rao Katragadda, a mechanical engineer, brought them here in the generation the 1965 immigration reforms made possible. She learned English in American public schools, earned a civil engineering degree from the Missouri University of Science and Technology, and went to work making roads safer.

For 25 years, Aruna Miller served at the Montgomery County Department of Transportation, overseeing programs that made schools, workplaces, and neighborhoods safer for pedestrians, bicyclists, transit riders, and people with disabilities. She became an American citizen in 2000. In 2010, Montgomery County sent her to Annapolis, where she represented District 15 in the House of Delegates for eight years — four on Ways and Means, four on Appropriations — working on paid family leave, transportation, domestic violence, and STEM education. In 2018 she ran for Congress in the Sixth District, finishing second to David Trone.

On January 18, 2023, she was sworn in as the 10th Lieutenant Governor of Maryland, taking her oath on the Bhagavad Gita, and made history several times over: the first Indian-American lieutenant governor in Maryland history, the first South Asian woman to hold the office, the first woman of color and the first immigrant ever elected statewide in Maryland. She is the second woman to hold the office, after Kathleen Kennedy Townsend.

As lieutenant governor, her portfolio is transportation, mental health, and STEM equity — the engineer’s portfolio. This summer she accepted Maryland’s designation as an AARP Age-Friendly State, part of the Longevity Ready Maryland work she has championed: “True progress is measured by how we care for every generation.”

She lives in Montgomery County with her husband Dave, where they raised three daughters, Meena, Chloe, and Sasha.

Del. Carolyn J.B. Howard, the “unsung hero” who mentored a generation of Annapolis lawmakers, is remembered tomorrow

Carolyn J.B. Howard, the Prince George’s County Democrat who represented District 24 for nearly 30 years and served as deputy speaker pro tem from 2007 until her 2019 retirement, died September 19 at 87; her funeral is Tuesday, October 6, at the First Baptist Church of Highland Park in Landover, with visitation at 10 a.m. and the service at 11 a.m. Colleagues remembered the former public-school teacher and principal as a prolific mentor — former Del. Melony Griffith, Treasurer Dereck E. Davis, Dels. Anne Healey, Jheanelle Wilkins and C.T. Wilson, and former Prince George’s County Executive Rushern L. Baker III all recalled her even-keeled counsel, her backyard fish-fry fundraisers and her motto for thorny moments: “When the horse is dead, dismount.”

Washington County’s data-center rules take shape while Hagerstown sets an October 27 annexation hearing

Washington County staff will take draft data-center standards — 1,000-foot residential setbacks, a 50 dBA property-line noise limit, energy and water plans, and Planned Industrial zoning by special exception only — to Planning Commission workshops in October and November, with a draft zoning amendment expected in March 2027; the county’s 12-month moratorium covers only unincorporated areas, and Hagerstown has set an October 27 hearing on annexing the 171.88-acre Martin Farm property at 12440 Burkholder Lane, which would move planning and zoning authority for that site to the city.

The Queen of the Pink and Green

A morning salute to Dr. Juanita D. Miller of Prince George's County

There is a room in Prince George's County politics where the real business has always been settled, and for more years than most of us can count, the woman at the head of that table has been Dr. Juanita D. Miller of Mitchellville.

Before she was a doctor of education, before she was a delegate in Annapolis, she was a young teacher from Washington who believed that children come first and that credentials open doors. She earned her way up the hard way: a bachelor's degree from D.C. Teachers College, a master's degree and a doctorate in education from George Washington University. She taught. She ran special-education programs. She administered school systems in the District of Columbia and in Prince George's County, and she taught the next generation coming up at Bowie State University.

Annapolis called her in 1987. For the 25th Legislative District of Prince George's County, Juanita Miller sat in the House of Delegates, served on the Economic Matters Committee and the Special Committee on Drug and Alcohol Abuse, chaired the Legislative Committee of the Women's Legislative Caucus, and served as secretary of the Legislative Black Caucus. A generation later, when Prince George's needed a steady hand on its Board of Education in 2021, the call went out again, and Dr. Miller took the chair.

The list of her service runs the way a life of service should: vice-chair of the Washington Suburban Sanitary Commission in 2000, the Prince George's NAACP executive board, the Board of Visitors at the University of Maryland, College Park, the United Way, the county Family Crisis Center, the Foster Care Review Board. Educator. Legislator. Administrator. Neighbor. She has held nearly every kind of trust a community can hand a person, and she has carried each one the same way: prepared, composed, and impossible to move off the mission.

But ask the women who know power in this county where her real crown sits, and they will tell you about the pink and green. Alpha Kappa Alpha Sorority, Incorporated, founded at Howard University in 1908, is the first Greek-letter sorority founded by Black college women, first among the Divine Nine sororities by common courtesy, and Dr. Miller has been a soror of AKA for decades. In a county where the sorority network is a genuine force in public life, she is, by common consent, the most powerful AKA in Prince George's County, the successor in spirit to the standard Gloria Lawlah set for her generation: the former state senator, former Secretary of Aging, and founder of the 1000 Maryland Women who mentored a generation of women into office. Sorors across the Divine Nine will debate the rankings, the way families debate anything, but in Prince George's County the top of that table has a name, and it is Juanita Miller.

Power, with her, was never the point. The point was the children in the classrooms, the young women learning how a meeting is run, the soror who needed an introduction, the neighbor who needed a door opened. That is the kind of power that does not expire with a term, and it is why she is still the call that gets returned.

So this morning we salute Dr. Juanita D. Miller: educator, delegate, chair, and the reigning queen of the pink and green in Prince George's County. Long may she reign.

How Jake Day turned Maryland’s housing department into the friendliest door in state government

On Thursday, while most of Annapolis was watching the budget, Governor Wes Moore signed two executive orders that the development world in Maryland should read twice. One creates a Housing Innovation Incubator to push modular construction, pre-approved building plans, and new housing businesses. The other creates PLAT, a Permitting and Licensing Acceleration Team charged with cutting the time it takes to get a permit, a license, or a certification anywhere in Maryland state government. Both roads run through the same office: Secretary Jake Day and the Department of Housing and Community Development.

This is the part of the Moore administration that is quietly outperforming. Since the “Housing Starts Here” executive order of September 2025 put DHCD in charge of speeding up housing production, the numbers have moved the way developers pray numbers move. Multifamily application reviews at DHCD are running 26 percent faster. Permit processing at the Maryland Department of the Environment is 25 percent faster. On-time permit processing at the State Highway Administration has climbed from 87 percent to 95 percent. More than 300 acres of surplus state-owned land have been identified and are being reviewed for housing. These are not press-release numbers; they are the friction points where projects live or die, and they are going the right direction.

The most interesting hire in Maryland government this year may be Steven A. Palmer. In January, Day named Palmer, an Olney native who practiced law at Covington & Burling and took his law degree at Harvard, as Maryland’s first Housing Ombudsman. The job description is the one every developer in Maryland has written in his head: a named human being whose assignment is to unstick projects stalled in state and local permitting. Seven months in, Palmer’s office has supported 50 housing projects across the state. If your project is stuck, there is now a door, and there is a name on it.

The money is moving, too. In fiscal 2026, DHCD awarded more than $1 billion in tax credits, bond financing, and rental housing funds to create or preserve 3,025 affordable units. The newest round, announced this week, puts $17.6 million into seven projects, 555 units, in seven counties and Baltimore City, including Woda Cooper Development’s 50-unit Gillis Memorial GrandFamily Apartments in Park Heights, where Woda Cooper’s Malik Jordan stood with Mayor Brandon Scott to announce it. And Day has attached a string the industry feels: tax-credit projects must now close their financing within 12 months. Build, or give the credits back. That one rule changes behavior in every development office in Maryland.

Why does the machine run this way? Because the man running it is a builder by training. Jake Day took an architecture degree at the University of Maryland, a master’s in urban design at Carnegie Mellon, and a master’s in environmental policy at Oxford. He was national president of the American Institute of Architecture Students before most lobbyists in Annapolis had framed their first diploma. As the 28th mayor of Salisbury, he ran a downtown resurgence with roughly $650 million in new construction and built a Housing First program for chronic homelessness. He remains a major in the Army National Guard, with a combat deployment to the Horn of Africa. Architects think in systems and deadlines; soldiers think in missions. Developers recognize both.

“Secretary Day is one of the most passionate advocates for new housing in the country,” says Tom Coale, the Annapolis land-use lawyer. “He is both zealous in his advocacy and understanding of the common objections to housing development. In many respects, Maryland is leading the country on housing policy, and that is thanks to Governor Moore and Secretary Day.” When the land-use bar says that about a housing secretary, on the record, the village should listen.

Here is the fact that tells you the most about the man: he could have run for Congress. Polling in the First District showed Jake Day making Andy Harris sweat, a statistical tie once voters heard the two men’s stories. Day looked at it and went back to work, saying his priority was finishing Moore’s housing agenda. Cabinet secretaries who turn down a plausible seat in Congress to keep running a housing department are not common in any state.
